19 of the Russian's 21 titles have been won on hardcourt
A resurgent Daniil Medvedev claimed his initial trophy for over two years with victory over Frenchman Moutet in the tournament final.
Medvedev, a former number one, has had a difficult year, winning just one win at the big events and experiencing a setback at the US Open.
Medvedev's inconsistency on the tennis tour - and struggles with his serve in specific - led to him dropping out of the world's top 10 and finally splitting with long-term coach Gilles Cervara.
Currently working with Thomas Johansson and Goetzke, he has steadily progressed in the last few weeks - climaxing in a hard-fought 7-5 4-6 6-3 win over challenger Moutet.
This marks his initial championship after the Rome competition and first on a hard surface after that period of the previous year.
Success also means Medvedev has achieved 21 victories at twenty-one various competitions.
"For the first time I am participating in a tournament with my two daughters at once, so to win a title is really nice," commented world number 14 Daniil Medvedev.
"This title is in dedication of my child Victoria, because the maiden victory I achieved when my first daughter my daughter was born was for her."
The tennis star, the 2021 US Open champion, had lost his previous six championship matches, including in Halle previously this season.
The player's retrieving approach and frequent reactions on the playing surface had led some to question if his ability to perform at the top level was over.
Yet the player has implemented adjustments in recent weeks, striving to advance forward and compete assertively, reinforced by an improved serve.
The champion came back from a disadvantage in the initial set against the tricky opponent, securing 4 of the concluding five points to gain the advantage.
Both players traded service breaks in the second set before Moutet, striving for his first tour victory, took control to create a decider.
He rescued 4 early chances in a tight third set before the champion secured a break to fifteen to close out the victory.
Suitably, the winner clinched victory with a shot at the net area, with Moutet failing to control a shot after two hours and 38 minutes.
